Commissioned as POLARIS Missile Facility Pacific (POMFPAC) in 1964, the POLARIS A3 missile facility was in full production and providing the Fleet with high-quality missiles by December of that year. Strategic Weapons Facility Pacific (SWFPAC) provides assembly, storage, checkout, onload and offload of Trident missiles; ensures custody, accountability and control of nuclear weapons and material; publishes and maintains START procedures and conducts START inspections; and provides technical engineering services for guidance, missile, and launcher support equipment.
Captain Mike Elmstrom was commissioned through the NROTC program and graduated from Georgia Institute of Technology in 1990 with a Bachelor of Mechanical Engineering. After completing the nuclear submarine training pipeline, he served on USS SILVERSIDES (SSN 679) as Electrical Assistant, Reactor Controls Assistant, Main Propulsion Assistant and Defueling Officer. Elmstrom served as Engineer Officer on USS TENNESSEE (SSBN 734) completing four deterrent patrols and four refits in Kings Bay.
In 2002, Captain Elmstrom lateral transferred to Engineering Duty Officer, earning a Master of Science in Mechanical Engineering from Naval Postgraduate School in 2004. He reported to Portsmouth Naval Shipyard and served as Assistant Project Superintendent on the overhaul of USS PITTSBURGH (SSN 720) and as Off-yard Operations Officer. In 2007, he reported to NAVSEA’s Strategic and Attack Submarine Program Office (PMS 392/SP21) as Assistant Program Manager for Plans, Programs and Policy.
In 2009, he transferred to EMORY S. LAND (AS 39) as the Repair Officer. While assigned he completed a dry-docking overhaul at Puget Sound Naval Shipyard and executed a change of homeport to Diego Garcia where the tender provided services for USS FLORIDA (SSGN 728).
He returned to NAVSEA PMS 392 as Assistant Program Manager for Submarine Modernization in October 2010. In 2011, Captain Elmstrom became the Program Manager for Strategic and Attack Submarines (PMS 392/SP21). In 2014, he reported to Strategic Systems Programs where he served as Deputy, Ship Integration Branch (SP26) supporting integration of the Strategic Weapon System (SWS) and Common Missile Compartment (CMC) into the OHIO Replacement SSBN.
Captain Elmstrom assumed command of Strategic Weapons Facility Pacific, Silverdale, Washington on 14 September 2016.
His awards include the Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal (four awards), the Navy Commendation Medal (two awards) and the Navy Achievement Medal (three awards).
