USS Ohio Officer Presented Navy League Leadership Award

The Captain Winifred Quick Collins Award for Inspirational Leadership

 Captain Winifred Quick Collins, former Assistant Chief of Naval Personnel, provided inspirational leadership and performed her demanding duties in an exemplary and highly professional manner.  The example she set by her personal high ideals and devotion to the Navy and the nation is worthy of emulation.

In tribute to one who has followed such a course of leadership, the Navy League of the United States is honored to present this award in 2018 to:

Lieutenant Andrea L. Weiss, United States Navy

for outstanding achievement and superior performance of duty while serving as Assistant Weapons Officer, Reactor Control Assistant, and Assistant Operations Officer on USS OHIO (SSGN 726) from December 2016 to December 2017. As a primary Officer of the Deck and Contact Manager underway, her sound judgment and tactical proficiency were vital in the success of OHIOs last operational period. Her enthusiastic leadership spurred a cohesive watch team that prioritized bettering themselves each day.

As Reactor Control Assistant, she stepped into the role and rapidly revitalized a struggling division, ensuring first time quality on of all maintenance and flawless procedural compliance. As Assistant Weapons Officer, Special Operations Forces Officer and Strike Officer, she was the backbone of Weapons Department leadership onboard OHIO. Her coordination with three outside entities allowed the certification of the Divers Oxygen Treatment System for the first time ever on OHIO, greatly enhancing system capability in one of OHIO’s main mission areas.

LT Weiss’ charisma and unique mentorship of Sailors has markedly increased day-to-day morale and productivity. Her inspirational leadership transformed the crew’s perception of women in submarines and demonstrated the unending potential for the success of the transition program. Her candid conversations with Sailors about the upcoming integration of enlisted women has fostered a culture of open and thoughtful discussion and laid the foundation for an unprejudiced transition for enlisted women into USS OHIO.

LT Weiss’s extraordinary leadership, unrelenting perseverance, and steadfast devotion to duty reflect great credit upon herself and are in keeping with the highest traditions of the United States Navy and the Navy League of the United States.
